GEORGE TOWN -- Cuepacs has submitted five key items for review by the Public Service New Renumeration (SBPA) scheme task force.
Cuepacs president Omar Osman said the review on the five items was to give justice to government servants, specifically those in Grade 54 and below.
He said the five were reviewing all salary transfer for Grade 54 and below; maintaining seniority from the Malaysian Renumeration Scheme (SSM) to SBPA; reviewing the salary of public servants who had reached the maximum salary for a long time as this had not been taken into account; review the quantum of salary increase for SSM or SBPA staff which now is set at between seven and 13 per cent and restructuring of all grades.
He said confusion had surfaced with increments very high in certain cases, especially at the Civil Service Premier Post (JUSA) level while negligible at Grade 54 level and below.
He said the weaknesses in the SBPA resulted because of absence of discussions between the Public Service Department (JPA) and Cuepacs, the umberella union for civil servants.
Omar also said he hoped three officials from Cuepacs would be allowed to participate in the upcoming task force's meeting.
"Prior to this, I was the only person allowed to take part. This time I want three of my officials to also take part to ensure a comprehensive discussion.
"If they are not allowed to do so, I will also withdraw from the task force as it is unfair to me. I represent 1.3 million public servants.
Omar said Cuepacs would have a road show until April on the SBPA, while government servants had until Feb 15 to forward their protests on the SBPA.
Omar was speaking to reporters after holding a briefing session for civil servants in Penang on the latest developments on the SBPA scheme.
The SBPA was to be implemented this month but has been delayed pending review by the task force.
